Yeah it's entirely optional, you usually just pick one of the two modifiers to Shred and Brutal Slash or Primal Wrath otherwise so you can get to the third section of the tree.
(Primal Wrath can be used for King of the Jungle in PvP talents to get the 20% healing received buff)

Main reason I started using it recently was that I noticed it was becoming a more and more common pick based on online data for (if I had to guess) the ability to reliably and safely always have 5 combo points generated at max range before you Cyclone someone, that way you can Clone and Bite at full strength every time.

For some reason it benefits both from the 1 sec base GCD we have in Cat Form but haste further reduces the GCD on it so you just tap Moonfire a few times at range and you now have 5 combo points in roughly 3 secs.

This means it happens more often that you gain less rating than expected per win than DPS do. It also happens more often losing less per loss, or gaining more per win, etc.
