Incarn doesnt add a whole lot of burst healing, it's largely just rejuv buff and extra treant proc.
Against dev in particular, their burst window gets extended if they free cast so peel Dragonrage

It's kind of necessary when you have a Sub Rogue on your team to say more than "Target?"
A better way would be to delete Shuffle as it kind of fails to be PvP at that point.
Or they can encourage people that they have tools at their disposal to block toxic behaviour and not see chat, etc.
I don't think they've ever even advertised that you can disable chat in game.
