Is there a reason why Feral/Balance Regrowth healing is so dismal? Or is it actually a fair healing amount currently? If I'm not missing something in my view, how likely is hybrid healing going to get buffed? Why wouldn't they? So many questions. 
Regrowth heals for about 2.5% max HP and I swear if I'm not blind then pure DPS classes self-heal a lot more than that passively or with short CDs.

There was a general intention of lowering offhealing and self sufficiency of DPS but apparently only the druid dev got the memo.
Offheals all have talents that make them a bit better, but the druid one (protector of the pack) is beyond pathetic. Regrowth for Feral at least has gotten buffed back up to normal levels but it's definitely still much worse offhealing than any other hybrid class does.

Ret healing is a level below Feral. Ret can choose to put their measly heal on a 6 sec CD and at most also choose to trade DPS for another measly heal.. Shaman, Priest and I think Evoker as well can heal OK, now that you mention the intention to lower heals.
What do you mean by Regrowth for Feral being at a normal level now? When I drop combat, it seems a generic food item restores HP faster than spamming Regrowth. So I'm not sure if it's ever worth healing in combat, anything for any reason. Or do you find it better than that?

Thanks for the summary. So that means this is pretty much what Regrowth was at the start of DF? What I have stuck in my memory from Shadowlands Druid was that both Balance and Feral with the PvP talent that buffed Regrowst cast/crit was able to comfortably save an ally if you were left to freecast Regrowth. I haven't played Feral enough in DF to check if that's still the same.

In theory, if a Feral opens and sets up full bleeds in a stun, and then darts the heck away, then due to DoTs having high damage per cast, Feral is doing exceptional damage per uptime, right? Not only that, the enemy gets reduced uptime because of the stun. So I'm wondering how much DPS is gained by Feral staying in the fight rather than dipping in and out for big bleeds (probably very different with Apex Predator). Does anyone have some thoughts to share on this?

Since you mentioned PvE, I saw a log where Feral was doing only 22% with bites and >40% with DoTs, the rest being CDs. Isn't that about as DoTty as DoT specs get now?
There was, of course, a bite build with similar damage in the logs with <20% DoT damage and mostly bites

Because there's only 3 targets maximum worth doing dmg to
But in pve, it makes sense to do dmg to 8-20 targets
The thing to focus on here is that biting 1 person is doing similar damage to having rip tick on 20 targets
So if you can only put rip on 3 targets , rip is not gunna compete with bites for damage , not even in the same universe
Arena is effectively either a pure ST or 3 target cleave

There's also a number of dots here that you would add a caveat to like you did for the Assa ones. This is a log of a pure ST fight.
~1.5% of that Rip damage you can remove cuz it's Sabertooth value
Frenzied Assault and Burning Frenzy are ignites based on direct damage
Feral Frenzy is a 5s burst bleed, not something you press and run away while people rot

i think the only version of "bleed build" that makes sense is taking primal wrath and no tear open wounds, just using aoe rip maintenance to enable apex procs to funnel into a prio target. but in practice idk how much better that is than just dumping those points into saberjaws and CI

snapshotting is kinda something that comes naturally by playing and you shouldnt break ur gameplay to prio a snapshot. like if rip falls off but TF isnt back yet just send ur rip. ur not gonna be able to perfectly maintain snapshotted bleeds on 2-3 targets

I played Feral in arena in S2 of SL when I just started WoWing, and that's what I remember fondly - hit and run - I can't survive in a direct fight but I have the tools to set up bleeds and run. I'm now debating with myself whether to stop considering getting back into Feral because if it plays just like other melees that brawl then maybe Feral doesn't have anything going for it over other melees.

You dont bleed and run like WOD but you certainly dont sit there trading shreds with warriors either. The spec is a lot about cycloning so creating space with cross CC for that while you maintain your bleeds so you can dump huge bites. Part of why thats aggravating is they added more CC to other classes' kits in general.
