i think it just comes down to that legion was the peak for it feeling massive and really cool. Like u were actually fighting vs. Gods for the survival of your planet. Instead of starting up another saga from the start, they just tried to be like "WELL ACKTUALLY" and that just isn't gonna work with most people, even if they come up with reasons for why 'they've been here all along!'.
