This is a DOWNSIDE of circle for feral too. It isn't "letting you use" stuff more often, it's forcing you to use stuff more often at the cost of other buttons. If pressing Rip more often was inherently a good thing you would just cast Rip every finisher instead of Bite. You're gaining that extra dps on Rip (or other dots) and the COST of Bites (and other direct damage spells). This is why for instance Circle turns out to a much smaller gain at say 6 targets (4-5%) than it is at 1 target (~11%) even tho in the aoe sim, dots are ~85% of the breakdown while in single target they're closer to 66%.
This is much less relevant for feral cuz your biggest damage spell in aoe is Rip and casting PW every finisher has 0 opportunity cost, it isn't increasing how often you press PW so it isn't incurring a cost on casts of other spells, and then in single target Rake is a better filler than the direct damage spells too anyways.
Someone put it this way the other day and I thought it was a good observation. If you need to do a X healing to people to cover a mechanic, Circle is not gonna decrease the number of spells you have to cast to achieve that at all.
If it's a tight window that you need to top people fast in between damage events, then playing properly you shoulda had Rejuvs out on people before the 1st hit already and losing Regrowths to refresh Rejuvs during that window you have to top people is actually bad, Regrowth does almost the same healing per cast (yes Rejuv isnt much better of a spell than Regrowth) but is frontloaded instead of a large hot, which means THAT is the use case for Regrowth > Rejuv to begin with. If instead you dont refresh the Rejuv and you just cast Regrowth to get people topped fast anyways, then Circle did precisely nothing to help you heal there either. @grand mesa

Makes you press Sunfire and Moonfire much more often so you can do most/all of your damage from range on big pulls. It doesn't buff the damage of your individual spell casts, so it needs full uptime on the DOTs to get its value. This means that when you start spending significant time healing, you can lose a lot (if not all) of Circle's added DPS. - Draught
Better in single target and medium sized pulls (5-6) by only maintaining 1 Rip and 1 Rake on a priority target. You can/should still spread Moonfire in many AOE situations.
Draught will have you in cat form every pull, which can be more dangerous against enemies with melee range abilities. On the other hand, it's a straight buff to each cast of a DOT affected by it, you always get its value even in healing intensive situations.
