Every time they have added new dungeons partway through an expansion, people don't like them, think they are too hard, and prefer the original ones because they've already learned them and so has the community leading to those dungeons being ignored and vilified.

By adding a full set of new dungeons all at once, we can hate all of the dungeons equally just like we do at the start of every expansion currently.
