it entirely depends on mana, the length of the fight, the healing required in that moment, your rejuv prep before you need the regrowths, your sotf rejuving during regrowth phase

You press swiftmend, you keep 2 rejuvs on your Lb target and therefore always have 8 stacks out.
More after convoke, tranq etc.
Sometimes you cast rejuv while moving.
But with 6 abundance stacks, your Regrowth is already better than a rejuv.

Regrowth then does more healing and is more efficient.

The only reason to actively press rejuv over it, is some event that is going to come at a certain timing.
