But that refresh bloom is a small portion of the total blooms you get, so if there's somethign targeted on someone else that you think you need LB for, just rip it

That just depends on what pull you're in. Group wide damage typically tank is safe, LB target is also taking much more healing outside of Rejuvs. But you definitely still use lots of SOTF on Rejuv, it's just easier to maintain a good number of Rejuvs on targets that matter without using every SOTF on it and the spothealing is more meaningful in M+ from Regrowth
