how many targets you rake depends on talents
but being above or below the threshold means you're either raking everything or nothing
the pin #feral message explains it more in depth but like if you are playing talents that e.g. say 5 targets, you don't just rake 5 mobs in a pull of 10
you rake all targets in a pull of 5, you rake 0 targets in a pull of 6+
