I think HOTW is amazing, and my guild groups have been using it as a external, it can crit and typically does a solid 1m healing across the board

i saw with starweaver it's optimal to consume touch of the cosmos with starfall in single target. i also saw that in eclipse we can proc fish by alternating wrath and starsurge. which of these should i be prioritizing? should i be spamming wrath and reacting to touch procs with starfall or should i be alternating wrath/starsurge to not waste any procs? (as a side note, how much of a gain is it to use starfall toc over starsurge toc when running starweaver)
