Hello guys, I am a little confused about balance two target rules as EC.
The AoE priority states that we use starfall on 2 targets if we use the aetherial kindling talent but below there is a text indicating this is better to spend on starsurge while alternating targets and spend Starweaver proc on starfall.
Is it still accurate with the 16% buff on starfall ?

Ah, for the eclipses between your bigger CD lineups I think it barely matters.
But you usually should have enough wiggle room there to play with pandemic.
So obviously you refresh pre eclipse if they are in pandemic. But within eclipse you just refresh/re-apply them last second. And that should allow you a big enough time frame to dump astral power and build starlord etc. I would also always apply them once fallen off, unless the target is about to die. Dots fuel so much.

It's mostly relevant for eclipses/incarn where you do also use trees/trinket/etc to make sure to utilize that window without having to press Sunfire during the stacking dmg amps
