at the beginning when I played rattle you get far more casts of spenders due to lower cost, but starweaver procs can really amp damage when they pop up

especially in aoe cleave, since its a 40% free starsurge

in ST its a bit less, so you won't proc as much, but I've had instances where I've proc like 4-5 surge/falls continously

Yeah. It’s not a single way. In big packs for example you need to dot when tank is pulling so you can dump cds when mobs are stacked

If there is a chain pull and you are already in eclipse you have to dot inside. Balance this patch looks like it was made for experienced dudu’s who know how it works. It’s not a great spec to start with now
