The short answer: it synergizes extremely well with the new Eclipse rework and Ascendant Eclipses apex talents.
In Midnight, Astral Communion was redesigned — it now increases your maximum Astral Power by 20, and entering an Eclipse causes your next Starsurge or Starfall to cost 15 less Astral Power.
This matters because of two things stacking together:
Eclipse is now an active button — it changed from a passive buff triggered by your last 2 builders to a button you press, based on your previously cast builder. You're entering Eclipse deliberately and frequently.
Ascendant Eclipses rewards immediate spending — activating an Eclipse makes your next Wrath or Starfire instant, and the first three spenders you cast during each Eclipse deal 20% increased damage. So you want to fire off spenders ASAP after entering Eclipse.
Astral Communion greases that wheel: the 15 AP discount on your first spender means you can get to your buffed Starsurge/Starfall sooner after entering Eclipse, and the +20 max AP ceiling helps you pool more aggressively before pressing Eclipse so you can dump multiple buffed spenders in sequence.

Maybe I made it up, but on pull are you meant to enter a solar eclipse -> spend your instant wrath/starfire + ascendant skies procs, then pop cds (trees/foe/incarn etc)?

The compendium has a note that you use trees if "incarn is available, and you do not have an active solar eclipse"
