i am thinking that boots will come eventually through dinaar shop, as soon as we kill SH with my guild, but those shoulders may not come again.

yeah you're bugged because you died previously from mind control when in another form

If you're talking about kotg the 4set stores damage you do so you still want to do the best damage in that window, same as you would want to do otherwise with the exception of making sure you have enough ASP for the dryad surges
if you're talking about elunes, the surge talked about in there has nothing to do with if you cast starsurge as its the proc ones from the 2set, it changes nothing about your prio
