ptr is like a beta 11.2, they are trying to tune this beta to have something they are proud of and can release as the official 11.2 (so with all the tuning they did between the beginning of ptr and the release)

11.2 release will look like ptr 1 day prior to the release basically

For a while they have shipped balance Druids into a season severely underperforming, and then thrown buffs at us over and over until we were kinda ok
