the pre-nerf damage was intended design, was definitely too powerful of a burst window, the burst window got massively nerfed and we are doing 0 damage outside of burst window

best-in-slots is not really worth it unless you have it on mythic
i'd craft a 2h staff and put the Ascension embellishment on it
and then recraft the cloak with Armor Banding
and then craft some boots later and put Armor Banding on that instead and recraft your cloak to remove the one on it
and then next season just upgrade the Staff

The Sims get put on a spread sheet and eventually made public when patch hits. The Sims put in there now have no weight on what those classes will be doing in damage 3 weeks from now
There's tuning that always happens, sims are likely incomplete.
