I'm at around 668 and even in +10s the party wide damage just cripples me. Barkskin is almost there just to mock me and I have to stay in bear form way longer than I would expect other Druids to be.

yeah so to get better results, you should sim with the belt embelish being elsewhere (like cloak for instance) and try multiple power from the belt
