In the past we gave everybody the freedom to play what they want were we usually expect them to play what they previsouly played but we had a lot of people swapping between tiers lately and it makes it hard to plan and hard to judge if people can actually play the class

like we just had a survey "what do you want to main next tier" and then we do roster planning after that survey
but now when we look at things that could improve our WR, having people play what they actually can play and being able to plan better and earlier would mean we need to overthink that

thats why im asking if anybody has any input on how they do it

Since we're getting into stat DR all stats are pretty close in value so alot of different items sim well. There is like 5 or 6 setups that are all within margin of error. One with 5p tier, offpiece helmet/chest/legs/gloves, different boots, belts, cloaks etc. All within 1-4k dps difference. So "BiS lists" are pretty innacurate (as always,) but even moreso the further into stat DR we get.
