Signals stronger than -3dBFS are considered "very strong". If you're seeing a lot of very strong signals, it's likely that your receiver is getting overloaded a lot of the time, and that will hurt overall performance. There's a vague rule of thumb about aiming for not more than about 5%, and the auto gain adjustment attempts to do that for you.
7% today - can I manually adjust until auto kicks in?
You can adjust, but it may confuse the auto mechanism, as it probably assumes that there haven't been adjustments made since it last ran. I don't use the auto mechanism, personally. IMO it's sort of a crutch for people who don't want to tune their setup. The percentage of strong signals is just a clue - there's no "optimal" value for that the applies to all environments - e.g. if you're on the approach to a busy airport, you're going to see a lot more strong signals than someone who's in the middle of nowhere.
