Im still working about it, but I'd like some opinions. Next plan is to make some mutations level locked and buff them, and to make that you get half of the point (Rounded down)

And also some mutations based on statistics, aiming on 2 per stats

So this does go beyond the scope of a 5e character race/species option making it hard to give any reasonable criticism.

Essentially instead of a "species" you've created a new character creation sub system because of the scaling. Now if you expand on this and everyone in your group is using it, it is fine. But the design of gaining points from levels to buy more features as you level is.... not a species/race as it exists in 5e

There are a couple that have a 1/3/5 system. Gain a feature at 1, another or better at 3, and last at 5. You could try to fit this into that, but it is going to be very different

Essentially you have to cap both the options and the gain of points at 5th level
