My DM and I are working on a playable sphinx race+class. They said it's meant to be a bit on the powerful side.

it's almost an 80% caster, but all the levels are fucked
you also don't have a spell book - but you have a spellbook (that you need)
recharging isnt really a player facing rule. (I'm arguably fine with it, but it'd need to be carefully done)

"On the more powerful side" would be like, 40db.
If they want to do an 80% caster, it should look like dis for reference.
My recc, to "fixing" it, would make it a Sorcerer base - look to Dragon Sorc for progression with flight.
Try and match the rough power level of each levels features.
If wanting the "riddle" stuff, replace metamagic, and use sorc points for spell-like abilities, that use spell levels and construction for balancing.
The reasoning behind the weird casting it seems was to match the scaling of the actual monster.
