have you cleaned the bed? if so how did you clean it?

with water
i tried 2 different bed types
water may not be good enough, use warm soapy water , and then wipe down with isopropanol
your other print of the flow rate tiles looks like it might be underextruding, how fast are you printing , layer height and nozzel diameter?
but its not like the print isnt sticking on the build plate..
your first print looked like it wasnt sticking in the middle.

tried the recommended settings here aswell
no where near hot enough , bump to 250 , and try our test file
and reduce fan spped

These speeds are MUCH too fast for regular PETG, especially at the temp you are using.
It explains perfectly why your first layer is good and the rest are not.
i got them to bump tempurature to 250
260 may be better
i can try after the test

I use 240-245 for PETG, but I also use a print speed of 100 or less, and fan at 40% or less.
