Increase "Max Fan Speed Threshold Layer Time" (better known as "minimum layer time"), activate "Slow Printer Down for Better Layer Cooling," reduce "Min Print Speed," and reduce "Inner Wall Speed."

main difference from the custom settings I already has seems to be the layer time which alone seems to have brought the speed down from 350mm to 200mm

Yes, with Inner Wall Speed.
No, inner walls are only those next to the infill, including any "middle" walls. Everything else is an outer wall.
If you slice the model and use the "Line Type" preview, it will show you what the walls are.
