You must be playing at a higher level with a KD above a 2. Its there way of trying to get you into matches quicker and not waiting for the other higher level players to get out of a game and into your new lobby. Instead they found a good cap at 39 fill the rest with bots and let the sweats go at it. You don’t run into this issue with lower KD players that are not sweats. Their lobbies fill. There are a lot more of them casuals than sweats. It’s their way of separating and testing SBMM

I don't ever think people are cheating unless it's very obvious. Discrepancies like i'm describing are almost always network related.

Back in the day, high ping players would just see themselves die on the screen. Devs have gotten smarter and balanced things so more people can play. Bungie did a talk about it at a developer conference.

There will be people in the lobby that just melt you like you're standing still even though you're moving all over the place. mines won't explode when they walk over them, you'll swear you sniped them, but whiff. Look for it, you'll see it if you have a low ping.

Right now, the grind is a big one. Having multiple objectives or grinds adds layers to gameplay which keeps people playing and engaging. While an enforcer or having 20k gunz might be the end goal, winning a game with 10-15-20 kills might be a smaller carrot to chase.
