I think there should be a state subject type, or something similar to that; it would be like a fiefdom where there is the same ruler and all military would be the same, but it would also be able to have a state governor and its own military aswell. The states would also NOT be included in peace treaties, except for rebellious states. The states (when in the country panel) would show the current governor, alongside the president.
