Some techs are continent specific. Changing your capital makes you lose these techs, even if you already researched them. Had 24 techs, fell to 20 when I moved my capital to Constantinople.
This is one of the things that affects the Ottomans, since they also change their capital from Asia to Europe.

To check this, research a Continent Specific tech (like Silk Road). When changing your capital to Europe (Like Ottomans from Bursa to Constantinople) you'll lose all your asian techs.

This was done on 1.0.7 version
