Forcing someone to change religion should not be anywhere close to 100 Warscore, playing as the HRE I went to war with a free city to force them to convert in the peace deal, but its not even possible because its over 100 Warscore.

Well, trying to force convert people during a situation, where religious opinions are a reason to die for is certainly a choice I wouldn't make...

That's why I'm wondering how the +19 breaks now. I wouldn't be surprised that there is a big multiplier to cost of pop conversion linked to the situation.
Which brings me back to the 1st point: it seems reasonable that when people go to war for their fight, the likelihood of them accepting force conversion is close to zero.
