They already are the roman empire
This is because it already is the Roman Empire. Eu5 treats all Roman Empire claimaints the same. So Byzantium, The Holy Roman Empire, and Russia are all tier 4 formables
And the roman empire is also a tier four formable
the idea is you cant reform Rome as any of those because you already are the Roman Empire
I disagree. The Eastern Roman Empire is the Roman Empire, so how can it reform itself?
Yeah for once I agree with you, not just because it was literally an extension of the roman empire, but also because of how eu5 handles Roman Empire claimants
The Roman Empire, Byzantium, The Holy Roman Empire, Ottomans/Rum (Rum is for non ottoman beyliks), and Russia are all tier 4 formables
Because the idea is in the game as a player their equally valid (even if not historically)
Because besides Byzantium which just was the roman empire, the others claimed to be the Roman Empire, so why would they form the Roman Empire if they are the Roman Empire?
Also can't you just set byz to be called the Roman Empire in game rules anyway? That's all formables really are anyway.
I mean you can set it to be called the eastern roman empire
you cant do anything more than that because it'd conflict with/confuse with other formables like the Roman Empire and Romania

It would be interesting to allow byzantium to reform back into a roman republic however.
Would be good as a flavor option for the age of revolution or absolutism

I am assuming that the reason why some people want the ERE to be able to form the Roman Empire is that the Tier 4 Formable does get some uber-powerful advances, reforms, and laws, where as the ERE's flavor is...lacking. I assume the next DLC should correct that.
Even a cosmetic rename would be nice, from eastern roman empire to roman empire for example.
People just want achievement of restoring rome
and people want a point where that becomes true
instead of leaving it lucid
I think instead of forming a country it makes more sense to have either a cosmetic change following alongside an event when reconquering the province of Rome and Milan which unlocks a Government Policy giving you the Option to either ;
Recombine the Empire officially which would give you probably Centralization sway with some malus, or the option to keep them separate which gives you Decentralization
If you choose to recombine , then the name Dynamically changes to Roman Empire, and if you choose the other, you retain Eastern Roman Empire or Byzantine Empire
I feel like Byz should absolutely have a cosmetic change if they manage to retake Rome, with how indepth the flag and name system is this should definitely be possible
