Current system hardly makes much sense. If Im playing Muscovy and win over the golden horde, why wouldn't I be able to release Ryazanian or Ukrainian slaves, not just Muscovite ones?

I think release by religion (faith, like Orthodox) would be the optimal choice, but im open to the idea of forcing release by culture group or language

Maybe make both available and scale their war score by the population size of each.

Releasing all religion makes less sense outside of the Abrahamic world. It also doesn't account for slaves of your culture who have been converted
