Simple - AI should have some weighted interest in establishing historical borders. Nothing hardcoded, but some weights here and there so that they prioritise taking city A instead of B.

Historical borders were largely established around borders of "regions", cultural borders and such

AI in Eu4 always had built-in favoring of conquering such places, because the gameplay incentivizes conquering them

Gonna guess that this is already in EU5 because it always has been the case in PDX games
