There are no focus trees
I guess they meant mission trees

The missions are generic, the content is via situations IOS and events
To a degree this presumably is always built-in to the game, as it has in EU4
Historical borders were largely established around borders of "regions", cultural borders and such
AI in Eu4 always had built-in favoring of conquering such places, because the gameplay incentivizes conquering them
Gonna guess that this is already in EU5 because it always has been the case in PDX games
