How does the standard banners rates work exactly? I noticed it lists some limited characters, are they actually available through standard banner, and if so do they have reduced rates or something?

You pretty much only get the standard units.
If you ever pull one of the Limited units in standard you are very lucky.
Example. I pulled at least 500x on standard ultra and did not get 1 copy of Daffodil. So the limit drop rates are really low.
