It can give you a dupe of any character you own, so you want to use it on limited characters

Another item that you should buy monthly in the shop is loop master, which can give you dupe of wheel

sorry if ask you other things but i need to understand better, so you are saying, that for example if i use it on a character, it's like i pulled it a second time,and it gives their fragment for powering them up? and the loop master is the same thing for the wheels?
but i don't have loop master in the shop, is it timeloop copy? so just a synonym?

Yes. You can borrow unit from your friend in a lot of game modes. The last tab on the friend menu is the leaderboard, you can follow ppl there, if they follow you back you can borrow their units
