It's likely that they'll notify you through discord and they'd like you to be part of the server so Discord don't mistake them for scamming bot for DM-ing so many people at once

I'm a tad confused why they even mentioned the offline test in CN; I asked through ModMail and they mentioned that the Vanguards program and the offline (aka in-person) test are 2 seperate things, whether you need to be part of Vanguards to partake in the offline test who knows.

I thought maybe this was only for people in CN, since if they asked overseas people to participate in CN it'd be highly expensive to pay for flights, etc, but they didn't really offer much information other than that.

It's a bit weird they mentioned the Hangzhou test since that's only for Mainland CN peeps, unless they were trying to mention that future tests may be in CN? Would've been good to mention that the upcoming test is for people based in Mainland MC, however the Ananta team is considering future opportunities to involve overseas people for in-person events as well.
