Umbreon has a useful berry, so as a BFS he's useful. So if you get an eevee that isn't really giving +skill subskills it's not worth the sylveon so umbreon it goes, you could also do vaporeon but the main skill is a bit niche and there are many good pokemon for that island. That eevee is a long way until that BFS matters though

I think it's often seen as good game design to make some options obviously better than others, to try to help people learn about evaluating the options. "Why does it suck?" is the key question to get people to ask.

That's not to say that Select Button would've painstakingly made certain Pokémon suck. Just that they don't really see it as a bad thing.
