if you're DG level 12 + you have the 1,500 points, you should be able to do the event
i'd suggest contacting customer support to double check what might be the issue, since from a surface level, it seems like you reach the requirements
the only thing i can think of is that maybe the home evaluation you submitted previously was part of a tutorial and didn't count? but that is only a guess

There’s three places in the game you can access the support center from:
- From the loading screen, click the round icon in the upper corner with the headset logo.
- From the start screen, Settings (the gear icon in the top right) >> Support Center >> Contact Customer Service.
- From in-game, Settings >> Account Management >> Support Center >> Contact Customer Service
To check your tickets for their reply, go to the Support Center, click the blue-green circle with the headset icon, and a popup should appear with the option to view your current and inactive tickets ("Feedback Record"). Check back on your tickets from time to time, as you won't otherwise receive a notification when they reply.

Right click Heartopia in your Steam library list and go to Properties.
