There is a version of Axiom for Paper

So a Plugin in other words

Just use that on one Server side and fabric Axiom on client side, you might need to get a license or whitelist though.

Paper Plugin

The Paper Plugin can be downloaded on the Axiom Paper Plugin Modrinth Page.
Ensure that you have the right version of the plugin to match with the protocol version of the mod (Mentioned in the changelog). Preferably you should always be on the latest versions.
