When not using axiom on a server with axiom paper, after placing a few blocks new blocks fail to place.
It is on the packet level (Does not reach bukkits api)

Im guessing your intercept block place packets in 1 way or another on the plugin

If its not axiom my next guess would be Builders-Utilities but i looked at that and it doesnt touch anything but block place events which i would have noticed
