without mods this is impossible, but I've seen plugins like this one https://modrinth.com/plugin/customdiscs-svc use a voice chat plugin to stream the audio, would require a mod on the client but it's at least optional to have the mod to join the server.
I know there is a plugin for listening to web radio stations for paper/spigot, I've used that before to listen to tfm on a server but I'm not sure which one it was might've been this one https://modrinth.com/plugin/simple-voice-radio
