I had the same problem... Its a user side error meaning something from your end is causing the error, it could be some programm, anti-virus, mabye even your Wifi provider.... (Error 2)
Its sad because this error is very unkown and has been in the cs community for so long, that means theres nothing really that you can do about it 😦
You could still upload your map, i asked a friend to do it, i send him all the workshop files and after he uploaded it he just added me as "Members" on the workshop padge which worked for me
Try turning off your Anti-virus or use a different WiFi network if that works for you.
