Create a regular "Volume" texture, no flags needed. Use version 7.3, it is universal and works everywhere. Also, you don’t need to write $model 1 in vmt, this parameter is used only for UnlitGeneric or Refract (shaders that can work on brushes and models at the same time).
Otherwise, just carefully check all the paths that the model is looking for, where vmt is, where vtf is. I myself could spend half an hour trying to understand why the texture didn’t work, but it turned out that there was simply a wrong path somewhere and that’s all.
