#Is there a way to create textures like Hammer's _blend textures?

you just need to add a heightmap to each material
then you can adjust blend parameters in material editor
The heightmap being the texture I want as the 2nd texture? Or?
cs2 doesnt actually use the heightmap for anything else, so you can think of it like a blendmod

the "blendmod" is created by cs2 by overlaying them together, kinda
you can adjust how the heightmaps are mixed in material editor

In the shader the 2 textures are referenced therefore the blend texture is complete
