Title, how do the blend textures work (not usage but their contents) and is there a way to efficiently make custom textures that work the same way as CS blend textures do?

you just need to add a heightmap to each material

cs2 doesnt actually use the heightmap for anything else, so you can think of it like a blendmod

the "blendmod" is created by cs2 by overlaying them together, kinda

you can adjust how the heightmaps are mixed in material editor

In the shader the 2 textures are referenced therefore the blend texture is complete
