Quirky thing when command+tabbing out of the game on full screen

A video is provided to show the issue. When I tab out, it just does this, over and over again so I end up having to force quit. It still plays all sounds so its functioning, it just will not open back up. (Edit: It will if I click it over and over again, but not always)
