Not being able to report without having bought crowns within last 30 days or having an active membership is the Wizard101 equivalent of having annoying anti-theft packaging in real life. If people could be trusted, neither of these precautions would exist.

Its a deterrent to false reporting, and it stops people from explicitly creating large quantities of accounts just to report

What about people who make viable reports such as reporting a player who left a dungeon early and forced the party to restart but that person who sent a report was reporting for reporting and is the one who gets in trouble?

What are they doing about players who send actual real reports such as a player who leaves a dungeon early not from dc'd but just up n leaves, and then the player who reported them gets in trouble for trying to put in an actual complaint report ?

But it's ok to make the party restart a dungeon without real penalties just a 10 minute wait to party up

If you're consistently reporting people for leaving or dcing you're probably getting sanctioned for false reports

Bro you can't fully eliminate bots from anything, it's a constantly evolving thing. If multi-million dollar companies can't prevent mass creation of bot accounts with multiple safety measures in place, what makes you think Wizard101 can stop it 💀
