Does this just happen in the Undersea Palace house? (It happens in mine too I just didn't care that much lol)

I believe that only there, as only there the fish can be placed directly alone without an aquarium. I've noticed it, but it doesn't bother me either.

There's at least one more house thats underwater that they can be placed, but I can't recall the name of it...Sunken Palace maybe?

You can't put fish in it for sure. It's just that it has been used a lot by fishing enthusiasts with castle magic to place fish making their aquarium invisible. Maybe there's one more as you said, something reminds me, but I'll have to look it up.
