Ability to place teleport effects and emotes in the shared bank.

Just as the title says, now that these cosmetics are converted into items(on test realm), they should be allowed to be placed in the shared bank and traded amongst the account.

On test realm right now they are in a separate space in the backpack, similar to how jewels are in a different space
