You need to do the entire dungeon up until the last few quests to spawn Wavebringer

He doesn't spawn until then

This might be a "one off" issue. I'd encourage you to reach out to Customer Support to see if they can complete the quest.

This is an issue with not doing the entire dungeon

Wavebringer doesn't spawn until you do the entire dungeon up to that point
