Must play a hand that does not contain your most played hand.

(Function similarly to The Psychic, The Mouth, and The Eye, in that attempting to play your most played hand will debuff the hand. For the purposes of this blind, all hands contain high card.)

This is pretty much a nuclear option to counter high card/pair slop builds. It's also extremely mean, as even in not slop builds you'll probably be using your hands as discards, so you might wind up with HC as your most played hand anyway if you're e.g. playing straights and you're not careful. This blind's existence forces you to play other hand types to discard as well, which might make for more interesting choices, but possibly will just cause people to play Russian Roulette with the finisher blinds instead.

My thoughts are it's probably too unfair, but I wanted to air the idea for critique and see if a fair anti-slop finisher blind could be developed.

I’m not a fan of it being literally impossible if high card is selected and completely stops those strategies in an unfair way

Mathematically it’s not possible for you to even make HC/pair not be your most played hand when you see it unless you’ve got smth like double burglar bpbs going on sob

I also dislike having the threat of a specific finisher showing up making you play entirely different during the game

I think you misunderstand, the judgment call isn't about what works and what doesn't work, the judgment call is about a problem in Balatro where you are siloed into specific builds if you want to play efficiently. Straights or flushes or 3oaK or Full House builds are simply worse than HC and Pair builds, and this is a problem of game balance.
