Well rarity isn't really the issue, you can reliably get a seal on a card already in your deck each round, certificate is the closest equivalent to this and it is counterweighted by bloating your deck
Maybe make it share a theme with mail in rebate, it could pick a rank in your deck each round and apply to that rank only

but i think if you would be able to chose wich card in specific to give a seal it would do better for deck fixing

You could see it like this, you only need 2 blue seals or so to win a run, death and cryptid exist, the other seals are pretty useful too, you could keep this joker for an ante or so and add a lot of value to your deck, making it a rare might be enough actually since an increased shop price could make you give it some consideration

Also this is a great concept sprite
If you want to do sprites closer to the balatro style, make sure you use a 71x95 canvas and try to colorpick from existing cards when possible
Also yeah, I do personally prefer it as a Rare since it kind of overlaps with Certificate in the Uncommon tier
