Well if you already have a decent chip and mult joker aside (or any card enhancements, actually the cards themselves give you chips too) then it is not useless

For example, a 4 pair with this joker would be calculated as
10 x 2
into 5 x 1 by joker's ability,
after cards scoring,
13 x 1
and then
13 x 4 by joker's ability

This is actually a pretty decent joker. It's essentially "x4 mult on the chips and mult you gain from effects that aren't the base chips and mult of the hand"
