It’s not very unbalanced there’s just no reason to take it most of the time
Honestly, cool idea, would work better as possibly

Since it'll show you before your next hand, you'll have a level of control that changes, and would be more fitting for an uncommon (imo)
It looks like a common, I could see it working as the first concept, with the upside being that although common, it gives equal weight to all jokers and thus could form rares and even legendaries. You might not keep it for scoring, but you might keep it(if it changes per hand especially) for consumable generation and econ. Perhaps it doesn't choose any scaling jokers to keep it fair.
He will always keeps his ability tho
Riff raff and invisible joker create permanent jokers while mimic is constantly changing so I think he is different enough to be in the game

You gotta specify that, or say "Gains the ability of"
As is, even if that's the intended design, it isnt what the wording means.. as is it is just worse riff radf
